EM Hosts Business Opportunity Forum

WASHINGTON, D.C. – More than 50 people gathered at a public forum today on EM's federal procurement process and upcoming business opportunities in the legacy nuclear cleanup program.

EM Acquisition and Project Management Deputy Assistant Secretary Jack Surash led the outreach event, as he did for the inaugural forum in September.

Surash gave an overview of EM's procurement process, the status of upcoming EM  procurements, and discussed the process for certification of cost and pricing data. He stressed that EM provides as much acquisition information as possible while choosing proposals that represent the best value to taxpayers.

"EM is expanding the use of fixed-priced procurements," said Surash. "This follows DOE guidance to align taxpayer and customer interests. In a fixed price/rate contract, the cost risk is allocated to the contractor."

Throughout the forum, Surash answered numerous questions about previous contracts, upcoming procurements and other topics.

Previous EM fixed price/rate contracts have most recently been used at EM sites in Oak Ridge, Tenn.; Moab, Utah; and Hanford, Washington. Upcoming procurements include: analytical laboratory services at Hanford's 222-S lab; infrastructure support in Paducah, Ky., and Portsmouth, Ohio; and the management and operations of the Transuranic Waste Processing Center in Oak Ridge.

"It's great that EM is doing this and reaching out to the contracting community," said forum participant Don Sticinski. "We're getting a better understanding of upcoming procurements and how to best position our company to respond to them."

The event was organized by EM's Office of Acquisition and Project Management, which plans to host the forum approximately each quarter. Topics will focus on how DOE is improving its acquisition and contract management and the status of ongoing and upcoming procurement opportunities.
